In July 1991, the International Organization for Standardization (ISO) established the 'Environmental Strategy Advisory Group' (SAGE), raising the issue of environmental management standardization. After more than a year of work, SAGE suggested to ISO that environmental management standards should be developed like quality management standards to strengthen organizations' ability to obtain and measure environmental improvements. Based on SAGE's suggestion, ISO officially established a special institution TC207 in June 1993 to develop international standards in the field of environmental management, namely the ISO14000 environmental management series standards.
